Fiscal Responsibility
DCSD’s award-winning Budget and Accounting departments work to provide accurate financial budgeting, reporting and analysis to DCSD leadership, community stakeholders as well as the Federal and State government on a timely basis. Our goal is to ensure that we are using our resources as effectively as possible for our students, schools, and community.
Mill Bond Oversight Committee
The Douglas County School District has a Mill Bond Oversight Committee (MBOC) made up of citizens from across our community. The MBOC meets regularly to monitor the progress of the improvements and programs being implemented, and ensure that MLO/Bond expenditures are in alignment with ballot language approved by voters.
Fiscal Oversight Committee
The Fiscal Oversight Committee (FOC) is made up of citizens from our community. The FOC assists the Board of Education in fulfilling its fiscal oversight responsibilities. The FOC gathers information and facts and makes recommendations to the Board in the areas of:
- Budget (Operating and Capital);
- Accounting, Audit, and Financial Reporting (Internal and External);
- Banking (Commercial and Investment); and
- Other fiscal matters as assigned by the Board. For example, the activities of the FOC may also include an assessment of federal and state legislation, policies, and regulations in respect of the fiscal operations of the District.
Association of School Business Officials International (ASBO)
The Association of School Business Officials International (ASBO) has recognized the Douglas County School District for its commitment to clear, transparent and high-quality budget presentation, with the prestigious Meritorious Budget Award (MBA) for many consecutive years including the 2025-2026 school year.
ASBO International’s Meritorious Budget Award program sets the standard for excellence in school budget development and communication. Designed to help school business professionals enhance their financial planning skills, the program ensures that district budgets are not only comprehensive, but also accessible and informative for stakeholders.
DCSD’s Bond Rating
Fitch AA+ General Obligation Bond Rating
- Fitch Ratings has assigned a 'AA+' rating to Douglas County School District’s $220 million general obligation bonds, series 2026.
- Fitch has also affirmed the DCSD’s Issuer Default Rating (IDR) and outstanding General Obligation (GO) bonds at 'AA+'.
